{"id":649,"date":"2014-07-19T16:24:59","date_gmt":"2014-07-19T21:24:59","guid":{"rendered":"http:\/\/safetga.org\/?p=649"},"modified":"2014-07-22T00:31:40","modified_gmt":"2014-07-22T05:31:40","slug":"cycling-fatality-spurs-calls-to-action","status":"publish","type":"post","link":"http:\/\/safetga.org\/?p=649","title":{"rendered":"Cycling Fatality Spurs Calls to Action"},"content":{"rendered":"<p>It has been a month since cyclist Rick Beard &#8211; <a href=\"http:\/\/www.stltoday.com\/news\/local\/crime-and-courts\/cyclist-killed-in-st-louis-hit-and-run-was-safety\/article_32466bfd-739e-56e8-97a7-4859dd89bff1.html\" target=\"_blank\"> a veteran, entrepreneur, and father of three<\/a> &#8211; was killed by a car while riding in\u00a0St. Louis. The accident prompted <a href=\"http:\/\/www.stltoday.com\/news\/local\/metro\/bikers-protest-conditions-for-bicycles-in-wake-of-deadly-st\/article_2e246272-54de-5208-9188-1b04f81590e6.html\" target=\"_blank\"> debate and demonstrations<\/a>, and has led to a push by cycling advocates for City policies to make St. Louis safer for cyclists and pedestrians. St. Louis City Hall, June 30, 2014<\/p><\/div>\n<p>Shortly after this tragedy several cyclists met with Mayor Slay&#8217;s staff and presented him with <a href=\"https:\/\/www.facebook.com\/groups\/BIkelifeSTL\/721496334573359\/\" target=\"_blank\">specific requests<\/a> to make cycling safer. These include enforcement of a St. Louis City <a href=\"http:\/\/mobikefed.org\/2012\/10\/st-louis-city-passes-bicyclistpedestrian-anti-harassment-ordinance\" target=\"_blank\">anti-harrassment ordinance<\/a>\u00a0as well as new\u00a0laws, such as requiring 3-foot clearance when\u00a0cars pass bikes. An ongoing dialog between the City and\u00a0the cycling community is essential, and the authors suggest a city-wide web site devoted to cycling issues should be established to communicate with riders and solicit feedback. A new position of St. Louis Bike Safety and Transportation Coordinator would provide a point person for bike-related issues, and outreach to drivers and cyclists would educate both\u00a0about\u00a0rules of the road. Map courtesy Eliot Miller (<a href=\"http:\/\/www.umsl.edu\/~emmq7\/city_2011-13.jpg\" target=\"_blank\">see full\u00a0version<\/a>).<\/p><\/div>\n<p>Others\u00a0have shared additional ideas. <a href=\"http:\/\/trailnet.org\/\" target=\"_blank\">Trailnet<\/a> <a href=\"http:\/\/trailnet.org\/2014\/06\/23\/trailnet-calls-city-eliminate-pedestrian-bicycle-fatalities\/\" target=\"_blank\">wrote a letter<\/a> echoing similar themes, calling for a bicycle and pedestrian coordinator as well as\u00a0new laws to ban texting while driving. Importantly, Trailnet asks the City to set a goal of zero bicycle and pedestrian fatalities by 2019. Such a proposal, similar to the successful <a href=\"http:\/\/www.visionzeroinitiative.com\/en\/\" target=\"_blank\">Vision Zero<\/a> initiatives in <a href=\"http:\/\/transalt.org\/issues\/enforcement\/visionzero\" target=\"_blank\">New York <\/a>and\u00a0<a href=\"http:\/\/walksf.org\/about\/goals-mission\/vision-zero\/\" target=\"_blank\">San Francisco<\/a>, is based on the idea that specific, measurable goals are necessary to drive improvement in the city&#8217;s pedestrian and bicycle environment. Closure of this major road will <a href=\"http:\/\/safetga.org\/?p=343\" target=\"_blank\">force traffic onto Tower Grove Avenue<\/a> and make cycling more dangerous there.<\/p><\/div>\n<p>There is no shortage of ideas for improving bicycle safety and conditions in St. Louis. While some officials in\u00a0City government have shown real commitment to advancing cycling, significant sections of the city&#8217;s leadership continue to see riders\u00a0as a marginal and irrelevant minority. The case of\u00a0<a href=\"http:\/\/safetga.org\/?p=150\">Tower Grove Avenue<\/a>, the <a href=\"http:\/\/labs.strava.com\/heatmap\/#13\/-90.25759\/38.61503\/yellow\/bike\" target=\"_blank\">busiest cycling route in St. Louis<\/a>, illustrates this point. The upcoming closure of the Kingshighway viaduct and the opening of I-64 ramps will send a flood of traffic along this critical bicycle connection\u00a0and <a href=\"http:\/\/safetga.org\/?p=343\" target=\"_blank\">threaten its viability as a cycling route<\/a>. Parts of Tower Grove Avenue\u00a0are <a href=\"http:\/\/www.greatriversgreenway.org\/Portals\/0\/Bike%20St%20Louis%20Map\/20140217_BSL3_Proposed_Facilities.pdf\" target=\"_blank\">slated to get new lanes<\/a> as part of the city-wide <a href=\"http:\/\/www.greatriversgreenway.org\/Portals\/0\/Bike%20St%20Louis%20Map\/20140217_BSL3_Proposed_Facilities.pdf\" target=\"_blank\">Bike St. Louis Phase 3 project<\/a>, and such lanes will <a title=\"Tower Grove Ave: A Case for Bike Lanes\" href=\"http:\/\/safetga.org\/?p=343\">significantly improve cycling safety and accessibility<\/a>.\u00a0 But it is not clear if these lanes will be installed before or after Kingshighway closes. When we spoke with him a year ago, <a href=\"https:\/\/stlouis-mo.gov\/government\/departments\/aldermen\/profiles\/stephen-conway.cfm\" target=\"_blank\">Alderman Conway<\/a> &#8211; who has a lot of control over such things &#8211; was completely opposed to installing any bike lanes on Tower Grove Ave before the Kingshighway bridge is rebuilt two or more years from now. He was clear: maximizing traffic flow\u00a0is much more important than bike accessibility, and cyclists are a negligible constituency.
